This document analyzes the City of Mesa's proactive response to the Affordable Care Act. Through strategic planning and analyzation of probable issues the city was able to create a solution ahead of any problems. The program is the winning submission for the 2016 Local Government Excellence Awards in the category of Community Health & Safety (populations of 50,000 and greater).
