With its rivers, springs, lakes, and forests, the City of High Springs is an attractive tourist destination. Local farmers catered to these tourists by selling organic produce on roadside stands, yet there was a problem: the farmers violated City ordinances that ban these types of sales. To solve this problem City Commissioners, the City Manager, Staff, farmers, gardeners, the Chamber of Commerce, business owners, and other stakeholders used strategic plans and vision meetings, creating the High Springs Farmers Market and two community gardens. With the Farmers Market vendors sell their produce every Thursday year round, and the Community Gardens replace vacant city lots and allows residents to grow their own produce for a minimal fee.
