This report covers the first two years of the Capacity Building and Change Management Program (CBCMP) for the Afghanistan Ministry of Agriculture, Irrigation and Livestock (MAIL). ICMA was a member of the CBCMP implementation team, headed by the International Executive Service Corps (IESC) through the Volunteers for Economic Growth Alliance (VEGA). CBCMP sought to support the leadership and directorates, or departments, of MAIL as they implemented institutional reforms that would improve the ministry’s ability to effectively plan and administer agricultural programs in the country.
