This document is a joint publication of EPA and the National Renewable Energy Laboratory (NREL). EPA and NREL created this document to provide assistance in addressing common technical challenges for siting PV on MSW landfills, and in this respect EPA and NREL expect that stakeholders, such as solar developers, landfill owners, and federal, state, and local governments, may find this information useful. The information in this document is primarily targeted toward a technical audience geared toward the functional integration of a PV system and the engineered systems typically at MSW landfills. This document focuses on MSW landfills, including but not limited to those that are regulated under EPA’s Resource Conservation and Recovery Act (RCRA) regulations at 40 CFR Part 258.
