This is the 2010 winning nomination of Decatur, Georgia's The Sound of the City- Decatur's Collaborative Budgeting Process for the Strategic Leadership and Governance Award. City Manager Peggy Merriss, Assistant City Manager Andrea T. Arnold, and Assistant to the City Manager Meredith M. Roark are credited with redesigning the city's budgeting process into one that is not only collaborative, but describes the "why" and "how" aspects of the way decisions are made.
