This is the 2010 nomination of Mesa, Arizona's Water- Use It Wisely Regional Partnership program for the Strategic Leadership and Governance Award. Deputy City Manager Jack Friedline is credited with helping in the development of an adversiting campaign to increase awareness  and stress the importance of water to Mesa's population in a way that fosters positive changes.
