This is the 2010 nomination of Pasco County, Florida's LEAP Into Excellence program for the Strategic Leadership and Governance Award. County Administrator John J. Gallagher and Chief Assistant Administrator Michele L. Baker are credited with creating the Lean, Efficient, Accountable Pasco (LEAP) program, which includes a three year strategic plan and a business plan with more than 30 new initiatives to meet the county's six Key Strategic Challenge Areas.
