This is the 2010 nomination of Saginaw, Michigan's SCENIC - Saginaw Code Enforcement Neighborhood Improvement Cooperative for the Community Partnership Award. City Manager Darnell Earley, Director of Development Odail Thorns, and Chief Inspector John Stemple are credited with aiding in the development of this program in response to an overwhelming number of code enforcement issues without effective solutions, especially with a declining staff to address such matters. Some key results of SCENIC are a restoration of trust in City government, the removal of over 300 abandoned vehicles, assistance to law enforcement in identifying problem locations where unlawful activity was taking place, and the creation of an information network that feeds problems to the team for resolution before further damage is caused to a neighborhood.
