The cities of Lewiston and Portland, Maine are nominated for the 2006 ICMA Program Excellence Award in Community Partnerships, for their joint effort to provide health and human services to the large influx of Somalian refugees. This document contains a description of the program, as well as a discussion of the program's results and lessons learned.
