ICMA's Award for Career Excellence in Honor of Mark E. Keane recognizes an outstanding local government administrator who has fostered representative democracy by enhancing the effectiveness of local government officials and by consistently initiating creative and successful programs. Candidates must have a minimum of ten years of executive, senior-level service to the profession. James S. Williams, city manager of Winter Park, Florida is nominated for the 2006 award. Mr. Williams is recognized for his excellent management and leadership skills, that he has utilized to handle the many challenges that have faced Winter Park over the past 12 years.
