ICMA's Award for Career Excellence in Honor of Mark E. Keane recognizes an outstanding local government administrator who has fostered representative democracy by enhancing the effectiveness of local government officials and by consistently initiating creative and successful programs. Candidates must have a minimum of ten years of executive, senior-level service to the profession. Gerald R. "Jerry" Miller, city manager of Long Beach, California is nominated for the 2006 award. Mr. Miller is acknowledged for his leadership and management skills, characterized by collaboration, perserverance, empowerment, and innovation that have shaped several defining moments in the City's history.
