We had a great GAPC meeting in Phoenix.  We all realize local governments are on their own.  We are flatter, faster, and lower cost.  Yet, the pressure persists from the economy, Federal, and/or State declines in funding.  The next leadership challenge is to findpartners to deliver services across government boundaries if necessary.  The corporate sector now uses the term 'Hyper Strategic Relationships'.  How do we get started, and should the Federal and/or State government encourage and incentivize it?  I believe some states are already moving in this direction and it is a conversation that should get to a national scale.  Is it worth it?
