Local governments are becoming increasingly interested in alternative service delivery (ASD) options, and have begun implementing them in their organizations. To assist these organizations in evaluating the pros and cons of ASD, the Alliance for Innovation sponsored a full-day workshop in Rancho Cordova, CA, with presentations by HRGreen, CH2MHill and SAFEBuilt. As a result of the workshop the Alliance for Innovation co-produced a new report on ASD options, and HRGreen developed a comprehensive ASD handbook with Northern Illinois University. The Alliance for Innovation’s report and the HRGreen/NIU Handbook of Alternative Service Delivery for Local Government Executive Summary are now available for public practitioners.

The Handbook of Alternative Service Delivery for Local Government serves as a prelude for local governments interested in alternative ways to deliver public services in their community. While not designed to be the Bible of ASD options, the handbook provides valuable insights from practitioners to help local governments provide public services more effectively.

The workshop and subsequent report by the Alliance for Innovation were created from conversations with frustrated local government practitioners who wanted more succinct guidance on ASD options and examples of success or failure.
