Kevin Duggan

ICMA is pleased to announce that Kevin C. Duggan, recently retired city manager of Mountain View, California, assumed the role of ICMA West Coast Regional Director effective May 2, 2011.  With almost 40 years of local government service in the state, Kevin will help sustain ICMA’s connections and commitment to over 1,000 ICMA members in California, 682 of whom are currently in service to local government.  Kevin also will work to complement ICMA’s presence throughout the West Coast region.

Dave Mora, ICMA’s current West Coast Regional Director, completed his more than two year commitment to this position on April 22.  He held the job at a critical time for ICMA, through the 2010 annual conference in San José and as a leader in the rapid response to the compensation controversy that surfaced in Bell last summer.  Dave will continue his service to ICMA as a Senior Advisor in California.  

Kevin retired last month from his position in Mountain View where he began as manager in 1990.  The city also was the site of his first local government experience; he served as an undergraduate intern in Mountain View from 1971-72.  Previously, Kevin served the city of Campbell from 1972 to 1990, where he also began as an intern.  He moved through the ranks, first as a staff assistant, followed by administrative assistant, assistant to the city manager, and assistant city manager, culminating with six years as city manager.

Dedicated to the advancement of the profession, Kevin served as both vice-president and president of the City Managers’ Department of the League of California Cities, and president of Cal-ICMA.  His ICMA activities include participation on the Task Force on Organizational Structure and Governance, and chair of the Volunteers Subcommittee for the 2010 ICMA annual conference in San José.
