As part of a shared services working group, members of the New York State Senate produced a 2005 report using survey data from 229 towns, cities and localities that reported some form of consolidation and shared services with neighboring municipalities. Using this data and an evolutionary history of New York local government, the working group tailored a specific consolidation strategy to Empire State municipalities. Among its recommendations: revise state laws to better encourage local shared services, create a shared highway services program and provide technical assistance to local goernments seeking to consolidate.
