The ICMA Code of Ethics isn't just a bunch of words we hang on the wall and forget about.  It's a living testament to the values of the local government management profession, written and enforcement by members of the Association.  When ICMA members violate those values in such an egregious fashion, ICMA issues a public comment through a public censure.  Aside from the criminal activity, this article presents examples of non-illegal conduct that could result in a public censure.
