Leesburg's Enterprise Performance Incentive Program is a system for increasing employee stake in Leesburg as an organization. The organization is divided into "Enterprises," e.g. Wastewater, and the enterprise as a whole is eligible to receive a bonus to pay. Outstanding individuals are still authorized to receive a bonus under this plan, but takes into account various cash reserve issues as well as making each individual member of the enterprise responsible for the enterprise as a whole.
As a result, employees are more active in creating greater efficiencies in service delivery. The city has increased cash reserves and received its highest-ever bond rating.
