The Harvard Senior Executive program is a unique opportunity to challenge conventional thinking, thought processes, and the values that drive leadership decisions. It is an opportunity for senior level city and county managers and assistants to experience personal and professional renewal. Participants step away from the daily routine for three weeks and engage their intellect and hearts with other executives in team efforts to resolve tough issues and renew the commitment to their life’s work. 

Through the generosity of ICMA Corporate Partner The Ferguson Group, ICMA is able to provide a scholarship covering the full tuition rate for one member to attend the program each summer. Twenty-two ICMA members applied for ICMA's William Ferguson Jr. Scholarship in 2024. The applications were reviewed by a panel of program graduates, who are all current members of ICMA.

This year, ICMA's William Ferguson Jr. Scholarship recipient is Scott Andrews, ICMA-CM, assistant city manager, Bakersfield, California.

Following the program, Andrews will share his Harvard experience with the membership at ICMA's annual conference in Pittsburgh and in an issue of PM magazine.
