The Mobility, Economic Growth & Resiliency portfolio sits at the intersection of the County's most consequential opportunities: managing continued growth, expanding and diversifying the commercial tax base, creating high-quality employment opportunities, improving mobility, investing in infrastructure, strengthening community resiliency, and protecting long-term quality of life.
Four departments comprise the Mobility, Economic Growth & Resiliency portfolio:
Department of Economic Development and Tourism – Promoting Prince William County as a premier destination for businesses and visitors and working with partners to attract and grow diverse businesses, create high-quality jobs, and enhance tourism experiences, all contributing to a vibrant community for residents and visitors.
Planning Office – Providing innovative land use planning to support Prince William County as an equitable, sustainable, and vibrant place, offering access to employment, housing and mobility opportunities while respecting the County’s distinct cultural and environmental resources as well as promoting the quality-of-life values that create a unique sense of place.
Department of Transportation and Capital Construction – Implementing mobility improvements and constructing facilities, such as fire/rescue stations, government buildings, police stations, libraries, new park facilities, recreational trails, indoor recreation facilities, and greenways.
Public Works – Improving communities through environmental, solid waste, and pest management programs and neighborhood services, such as street sign maintenance and compliance education programs designed to increase the well-being of residents.
Development Services (including Zoning) – Ensuring compliance with the Virginia Uniform Statewide Building Code by reviewing commercial and residential construction plans, issuing permits, inspecting structures, and enforcing building code requirements.
The Deputy County Executive for Mobility, Economic Growth, and Resiliency (Deputy County Executive) is more than an administrator of individual departments. The enterprise leader who holds this position brings agencies, partners, resources, and strategies together to advance major priorities and translate vision into measurable results.
Reporting directly to the County Executive, the Deputy County Executive leads the portfolio described on Page 3, providing day-to-day leadership and administrative oversight of the portfolio’s departments. As one of four Deputy County Executives reporting to the County Executive, this leader is a key member of the County's executive leadership team and helps lead one of Virginia's largest and most dynamic local governments.
The salary range for this position is $265,000 - $275,000 annually.
The Deputy County Executive will help lead efforts to
-Advance major transportation and capital construction priorities,
-Improve multimodal mobility and transportation safety,
-Develop innovative infrastructure financing and delivery strategies,
-Coordinate effectively with regional, state, federal, and private-sector partners,
-Integrate infrastructure capacity with growth and development decisions, and
-Strengthen the resiliency and sustainability of County systems and communities...and connect economic development strategy with
-Land-use planning and development policy,
-Transportation and infrastructure investment,
-Development review and customer experience,
-Placemaking and redevelopment,
-Environmental stewardship and resiliency, and
-Long-term capital and fiscal priorities.
In alignment with the position’s scope of responsibilities, the Deputy County Executive will:
-Provide executive leadership and oversight to assigned departments and agency directors while empowering those leaders to effectively manage their organizations.
-Serve as a strategic advisor to the County Executive on economic development, land use, transportation, infrastructure, development services, environmental resiliency, and related policy matters.
-Translate Board of County Supervisors and County Executive priorities into coordinated strategies, implementation plans, and measurable outcomes.
-Lead complex, cross-departmental initiatives requiring collaboration across organizational boundaries.
-Integrate economic development, transportation, infrastructure, land-use planning, and development policies to advance long-term strategic objectives.
-Identify opportunities to expand and diversify the commercial tax base and strengthen economic competitiveness.
-Promote predictable, transparent, customer-focused development processes while maintaining high standards for planning, safety, environmental stewardship, and community quality.
-Build strong relationships with elected officials, regional and state partners, businesses, educational institutions, developers, community organizations, and residents.
-Use data and performance measures to evaluate outcomes, improve services, and drive decision-making.
-Develop and mentor executive leaders and foster collaboration, accountability, innovation, and continuous improvement.
Position Qualifications and Requirements
The qualified applicant will have a bachelor's degree from an accredited college or university in public administration, business administration, planning, economics, engineering, transportation, public policy, or a related field is expected. A master's degree in public administration, business administration, planning, public policy, or a related discipline is highly desirable.
Significant progressively responsible executive or senior management experience in a large local government, public agency, regional organization, or comparably complex organization is strongly preferred. Experience working directly with elected officials and leading multiple departments, major organizational functions, or complex cross-functional initiatives is highly desirable.

-Exceptional collaboration, relationship-building, written communication, presentation, and interpersonal skills
-A commitment to innovation, data-informed decision-making, execution, and accountability

Prince William County requires the selected candidate to reside within Prince William County following appointment. The selected candidate must also successfully pass a background check.
