Downtown Blue Springs had once been the heart of a rural town, but now Blue Springs is a large suburban community and the downtown declined. Now Blue Springs’s residents, Downtown Task Force, Chamber of Commerce, and the Blue Springs Economic Development Corporate collaborated and created the Downtown Master Plan.
