The Position
The City of Asheville is seeking an approachable, highly competent Human Resources Director (Director). The Human Resources Director is hired by and reports to the City Manager. The Director is responsible for overseeing departmental day-to-day operations, staffing, strategy, and policy throughout the City organization. The Director serves as a trusted advisor to the City Manager, executive leadership team, department directors, and staff by providing human resources expertise, best practices, emerging trends, and recommendations to meet the evolving workforce needs and challenges, while demonstrating accountability for human resources decisions and services.

The Director should establish and routinely engage in consistent, effective, and efficient communication with the City’s executive team members, Human Resources staff members, and employees to discuss needs and challenges. The Director should maintain a visible and accessible presence within the organization and work to strengthen relationships with employees at all levels. The Director must be committed to continuous learning and staying informed about emerging human resources trends to ensure the City remains competitive in recruiting and retaining top talent.

Qualifications
Minimum requirements: A Bachelor’s degree in Public, Business or Personnel Administration or related field, with six to nine years of progressively professional experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Preferred qualifications: A master’s degree, at least five years of public sector human resources experience, and knowledge of high performing organization principles. SPHR, SHRM-SCP, and IPMA-SCP certifications are also preferred. If the successful applicant does not have any of these certifications, they will be expected to obtain one certification within the first 18 months of employment.

Compensation and Benefits
The expected hiring range is $140,000-$170,386, depending on qualifications, with an excellent benefits package.
