Pay Equity/Salary Compression

I am a new Department Director.  Some of my longer term employees are being "leap frogged" by new hires in the same job classes by virture of the candidate having negotiating leverage.  We have no retroactive remedy to create equity.  The only way to maintain equity is to keep salaries compressed by hiring sub-par candidates so we can bring them in at salaries lower than or equal to existing employees.  Does anyone have policies that address this?
