We are embarking on the process of designing a new pay plan. We had a merit-based plan in place for a number of years, but supervisors had a tendency to inflate evaluations. For the last several years we have not had a specific plan in place wages were increased in an inconsistent manner.
We are now looking at going to some sort of step plan because of the fear that the merit-based system may be too difficult to manage.
I would be interested to find out if there are other municipalities that have moved away from a merit-based plan and back to a step plan. I would also be interested to see if there are organizations that have figured out how to make a merit-based system work.
