Currently an ad hoc sub-committee of the Board I serve is reviewing the existing purchasing policy. Interest has been expressed by members in adding a section into the policy that provides the Board a role in review of scopes of work for proposed RFPs/RFQs before these are put out to bid. Currently the Board's role is to make the bid award, but at this point the scope is unable to be changed unless the bid is cancelled and re-bid with a revised scope.
Does any other jurisdiction have a defined, written process for Board input into creation of scopes of work? If so, are there parameters (e.g. topic, estimate dollar cost) set bt the Board as to the types of scopes they choose to review?
