Chapter 6 from Economic Development: Strategies for State and Local Practice, 2nd Edition, addresses the issue of business creation strategies, which, in contrast to retention and attraction strategies, are more grassroots oriented. Attention is given to the problems of raising capital and enhancing the skills of future entrepreneurs, and cases supplement the discussion. One case describes the Entrepreneurial League System® of Central Louisiana, an example of entrepreneurship development. A second case describes a food cooperative venture that was created in New York City. These cases describe both skill development and the need to attract capital.
