Increased citizen demand for an expanding array of services has propelled local governments to pursue collaborative service delivery approaches and innovative public-public and public-private partnerships. ICMA’s Shared Building Department Services Case Study details an example of a public-nonprofit partnership provided by the non-profit organization, the Institute for Building Technology and Safety (IBTS) through Mid-America Regional Council (MARC) for building department services to several Kansas and Missouri jurisdictions. The case study documents the effectiveness of this particular partnership model and provides best practices for shared services arrangements, both in the specific example of the IBTS model and in all other shared services arrangements.
