An elected official has volunteered to serve on an interview panel to screen job applicants for a new assistant county manager.  The county manager wonders if it is appropriate for the commissioner to be involved in the interview process -- although he is well qualified to do so -- since hiring is explicitly the manager's job as per the county charter.
