The Village of Port Chester, New York is seeking an energetic professional to lead the Finance Department providing leadership, vision and direction in developing both long and short-term financial policies, procedures, and plans that support the Village's financial goals, strategic plan, and Village Board of Trustees' policies. Appointment to this position is made by the elected Board of Trustees while policy guidance and direction is provided by the Village Manager. The Village Treasurer directs the Village's financial functions including treasury, general accounting, fiscal grant management, financial reporting and analysis as well as capital budget accounting. In addition the position is also responsible for payroll, benefits administration and procurement. This position also serves as chief financial officer to the Village's Industrial Development Agency. The Village utilizes KvS/Springbrook accounting software.
Requirements include a Bachelor's degree in accounting, business management, finance or related field, Master's degree is preferred, plus seven to ten years of progressively responsible related experience in public sector fiscal management, accounting, purchasing, investments, budgeting (including capital) and forecasting with at least four years' experience at a management and policy making level with supervisory responsibility for professional staff. This position has a term of office and the successful individual must be a resident of New York State at time of appointment.
A thorough knowledge of municipal cash management, investments, bonding, securing ling and short term financing, taxation, budget preparation, public private/partnerships financing, district administration, grant management and demonstrated leadership skills are required. The successful candidate must have excellent interpersonal and communication skills with the ability to work with a diversified management team
