Boulder Public Works Department is comprised of the Transportation, Utilities, Development
Services & Support Services Divisions.

Boulder's Transportation Division oversees GO Boulder planning, capital projects, traffic engineering, airport operation, and transportation operations and maintenance and provides the community with a diverse and well-connected network supported through well maintained infrastructure, amenities and operations. The Transportation Division operates and maintains over 300 miles of streets, close to 160 miles of bike facilities, 54 miles of multi-use pathways (greenways) along the city's 14 Boulder creek tributaries, sidewalks and also maintains medians and public rights of way.
DUTIES & RESPONSIBILITIES:
The Transportation Services Maintenance Manager has the opportunity to join a forward thinking, creative and inspired management team of transportation professionals committed to providing superior transportation services and high quality multi-modal infrastructure. The Transportation Services Maintenance Manager will apply their strategic planning and operational expertise towards the evolution of the Transportation Maintenance Work Group into an innovative 21st century Center for Maintenance and Operations Service Excellence.
• Conduct a Strategic Operations & Programs Assessment of the Transportation Maintenance Division, identifying strengths and weaknesses and developing a short and long-term improvement roadmap based on the assessment
• Development of Systems Integration Plan in Transportation Maintenance for Asset Management Tool currently being implemented across Public Works
• Analyze the Operations & Maintenance Budget & Develop a Resource Allocation Strategy that effectively matches resources to services being provided
• Identify Staff Development & Performance Management Measures to Optimize Work Group Performance and Employee Satisfaction
The ideal candidate is an established leader in the Transportation Maintenance and Operations arena with a proven ability to develop and execute a Transportation maintenance work program and overall strategy to usher the Division into a 21st century Center for Service Excellence. The Manager must be a persuasive, confident leader, with an ability to be firm and fair, with a clear understanding of the different components that make up the work of the Transportation Division. The candidate should possess superior people management and leadership skills to engage and motivate staff, instill trust and model the desired work ethic. The Manager must be politically astute, an effective communicator, and be equally comfortable talking with maintenance staff, department directors, and presenting before the City Council. The ideal candidate possesses knowledge of the industry best practices and technology and leverages that information to improve service delivery, accountability and performance.
REQUIRED MINIMUM QUALIFICATIONS:
Bachelor's degree in Management, Public Administration, Engineering or related field, plus a minimum of ten years progressively responsible supervisory experience including experience in the fields of transportation maintenance, maintenance administration and budgeting. Excellent verbal and written communications skills, including the ability to deal tactfully and effectively with the public. Proven ability to lead, manage, and organize a large workgroup, as well as demonstrated ability to set goals and to achieve them. Demonstrated ability to identify clear standards and expectations for employee work performance, and ability to monitor work performance and track qualitative performance measures. Demonstrated ability to plan, coordinate, and supervise the work of front-line supervisors and maintenance personnel and to provide quality control for technical work competence. Project management skills, including the ability to coordinate and monitor the work of others. Work experience (five years minimum) demonstrating ability and initiative to work independently with minimal supervision, to assume responsibility, to prioritize and resolve problems, to work under pressure, to formulate procedures, to train and motivate staff, to pay close attention to detail, and to carry plans and programs to completion. Demonstrated skill in establishing and maintaining effective working relationships at all levels of an organization. Demonstrated knowledge and proficient use of computers and associated software programs including but not limited to word processing, spreadsheets, electronic mail, database programs, and one-year experience with GPS and GIS systems. Knowledge of safety issues related to transportation maintenance activities. Valid driver's license. Have and maintain an acceptable motor vehicle record and criminal history record. Ability to respond to emergency situations and after normal work hour needs.
WORKING CONDITIONS - Required Physical and Mental Effort, and Environmental Conditions: Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting and make routine visits to work sites requiring walking over rough surfaces, climbing or accessing confined spaces. Work may include extended periods of time viewing a computer video monitor and/or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions. Must be able to complete demanding emergency response tasks and direct the response of other employees and agencies while operating from a mobile setting. Must be able to provide clear and precise direction on required emergency response while remaining calm and professional at all times.
Work Environment: Works primarily in a clean, comfortable environment and makes routine visits to work sites, including outdoor sites in a variety of weather conditions and where there is exposure to open trenches, confined spaces, moving equipment, traffic, mechanical and electrical equipment pressurized liquids and gasses, chemicals and open water. Works in a setting subject to continuous interruptions and background noises.
Machines and equipment used include, but are not limited to the following: City vehicle. Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines.
