Summary

General Statement of Job

Under limited supervision, oversees the collection of all General Fund and governmental type revenues as well as some enterprise type collections and billings. Also protects financial assets of the City as well as property and employees through the design and management of an effective risk management program through activities such as risk assessment and identification. Develops and implements safety programs, insuring compliance with various federal and state regulations related to employee health and safety. Works with insurance carriers to analyze loss exposures and the development of programs to eliminate or reduce those exposures. Supervises the activities of Business License Inspectors, the Municipal Fees Clerk and the Revenue Cashier. Performs related tasks as preparing associated records and reports, verifying property tax assessments, providing customer service, etc. Must possess exceptional public relations and customer service skills. Must possess a complete understanding of Financial and Accounting Systems. Reports to the Finance Director.

Minimum Training and Experience

Bachelor's degree in Accounting, Public Administration or Business Administration or a related field with three to five years of experience in business licensing, accounting, public relations, insurance, and/or tax collection; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must have knowledge of a variety of computer software such as Microsoft Excel, Microsoft Word, Microsoft Access, and Crystal Reports.

Physical Requirements

Must be physically able to operate an automobile, automated gasoline pumps, a remote radio, and a variety of automated office machines which includes a computer, calculator, postage machine, copier, cash register, fax machine, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of ten to forty pounds.
