Summary

Loudoun County’s Department of General Services is seeking a talented and dynamic leader to serve as our next Public Works Division Manager, performing a variety of complex supervisory, administrative and professional work in planning, organizing, directing and supervising the Public Works Division. This body of work includes, but is not limited to, implementing the County Snow Removal program in partnership with Parks and Recreation; the repair and maintenance of the County’s Stormwater, Water and Wastewater systems; the repair and maintenance of more than 6 Million square feet of county-owned asphalt and drive surfaces; providing a Departmental leadership presence in the County’s Emergency Operations Center (EOC) during natural or man-made disasters; serving as a sworn election official performing activities in support of the Office of Elections and Voter Registration, as required; overseeing the County’s sign shop; and ensuring safe working conditions and appropriate safety training for staff. The Public Works Division Manager leads the County’s Public Works staff of 12 employees and reports to the Assistant Department Director as a key member of the department’s senior leadership team. The successful candidate will have a strong public works background, demonstrated leadership skills, high integrity, strong written and verbal communication skills, project management experience, demonstrated knowledge of multidisciplinary Public Works, construction and engineering standards, and financial management proficiency.
Any combination of education and experience equivalent to a Master’s degree, preferably in engineering or a related field, with at least four (4) years of directly-related experience in a professional management position with extensive public works, energy management, and emergency management responsibility, including considerable supervisory or operations/administrative oversight experience.
A valid driver’s license is required. Professional Engineer (PE) certification is preferred. This position is considered “essential” and must be available to respond to County emergencies (24/7) as directed in accordance with Department policy and written or verbal directive. This position may work beyond the normal workweek and is subject to night and weekend work, to include meetings. The successful candidate must be able to inspect existing facilities and active construction projects, often requiring walking, crawling, or climbing, exposure to inclement weather while in the field, and hazardous conditions associated with construction sites and activities.
The successful candidate will undergo criminal, credit, and DMV record background checks.
Hiring Range: $66,515-$106,423. Recruitment #19-A2-1287.
