Summary

The City of Kirkland is seeking an individual experienced in human resources management to serve as the Human Resources Director. The HR Director is an at-will employee reporting to the City Manager and is a member of the City executive management team.
The HR Director is a highly visible position within the City organization that requires a talented leader with exceptional communications and interpersonal skills, and an ability to make timely and informed decisions. The ideal candidate will have experience in human resources management, labor relations in a unionized environment, employment law, health benefits, strategic planning, budgeting and customer service. The Director must be an exceptional leader, capable of managing and supporting HR staff, and demonstrate the ability to work with diverse groups and individuals.
The ideal candidate is a communicator and able to present complex information to a variety of audiences, including the City Council, City employees, and members of various committees, boards, and commissions. This individual should demonstrate progressive leadership and maintain open lines of communication with all departments and the City Council. The HR Director presents a professional demeanor and have a demonstrated track record of creating a climate of trust, inclusiveness and accountability. The ability to effectively administer various human resources functions and implement contemporary HR strategies and technologies is a critical skill.

Selection Process: Applications will be screened and those candidates identified to move forward in the selection process will be notified by email or phone. Minimum Qualifications: Bachelor’s Degree in Business or Public Administration with emphasis in Human Resources or related discipline. Eight years progressively responsible professional level experience involving labor relations, training and development, risk management and compensation. Work experience must include at least three years in a supervisory capacity. Familiarity with public sector personnel law in a unionized environment is preferred. Excellent negotiation and problem solving skills. Strong communications skills, both verbal and written. Ability to use discretion in handling high level confidential information ranging from personnel issues, litigation strategies, labor negotiations, and strategic planning. Proficiency with software applications and ability to coordinate technology pertinent to HR Department’s operations and information management systems.
Preferred Qualifications:
• Master’s degree in applicable HR related field
• Senior Professional Human Resources certification (SPHR)
• Public Sector Human Resources experience in a unionized environment
Hours of Work: Monday - Friday. Attendance at meetings is required which are frequently held outside of normal office hours.
Working Conditions & Physical Activities: Work is primarily performed in a typical office environment. Incumbent is frequently required to sit for extended periods of time while working at desk or during meetings.
Special Note: The Human Resources Director is a non-represented position and included in the Management and Confidential (MAC) group.
