This is the chief Human Resources management position for the Town of Leesburg. Responsibilities include overseeing all activities relating to managing Human Resources for the Town, and assuring that the Town code, policies, Federal and State laws, and good management practices are observed in all personnel related activities including: recruitment, selection, compensation, classification, training, employee benefits, employee discipline, and employee relations. Incumbent will be a key member of senior leadership and a driver of organizational development, culture enhancement and general change management. Facilitates major leadership activities and manages Town-wide process transformation activities as assigned by the Town Manager.
Required: Bachelor’s Degree in Human Resources, Personnel/Public Administration, Business Administration or a related area and 10 years of progressively responsible experience in Human Resources; or an equivalent combination of education, training and experience; specific work experience should include recruitment, training and organizational development, compensation or classification systems, benefits administration, and employee relations; project management, organizational design, conflict mediation, facilitation, change management, strategic planning, process improvement, prior management, budgeting, and organizational experience required.
Preferred: Master’s Degree in Public or Human Resources Administration or a related area; experience in leading a major HR function in a dynamic fast paced public sector or non-profit organization; professional certification in IPMA or SHRM; Lean Six Sigma Black Belt or Green Belt; PMP certification; experience with Munis HRIS; bilingual in English/Spanish.
