The Village of Pinehurst seeks a Financial Services Director who will work closely with the Assistant Village Manager for Administration, the Senior Leadership Team, and staff to lead the financial operations of the organization. As an integral member of the Senior Leadership Team, this position will advise Village Managers and the Village Council on financial matters such as resource allocation, debt issuances, investment alternatives, and significant purchasing decisions to help ensure the Village accomplishes its strategic goals and objectives. Supervising a staff of three, this position will coordinate efforts to prepare the annual Strategic Operating Plan and five-year financial forecast in accordance with the requirements of the Distinguished Budget Presentation Award program.

The Financial Services Director is responsible for ensuring the accurate and timely recording and reporting of financial transactions for a roughly $19 million annual budget. Working with the auditors, this position is also responsible for preparing the Comprehensive Annual Financial Report in accordance with the requirements of the Government Finance Officer’s Association Certificate of Achievement for Excellence in Financial Reporting.

This position also manages the investment of approximately $13 million and directly handles any Village debt issuances. The Financial Services Director also oversees the purchasing and contracting function to ensure compliance with Village and state purchasing policies.

Graduation from a four year university with a degree in accounting or business and considerable experience in public finance administration including some supervisory experience; or an equivalent combination of education and experience. A Certified Public Accountant and/or Certified Public Finance Officer is required within 12 months of employment.
