Requirements (Education, Experience, Licensure, Certification):
•Bachelor’s Degree
•seven (7) years experience in county government management, personnel administration, public administration or related area and equivalent combination of training and experience which evidences a broad knowledge of county government structure and process, management, personnel administration and supervision
•thorough knowledge of the Ohio Revised code and Administrative Rules
•must be able to apply this knowledge to practical work situations and sensitive personnel issues through effective human relation skills

Preferred Qualifications:
•Master’s Degree in Public Administration or Business Administration; certification as Senior Professional in Human Resources (SPHR), or other professional HR certifications.

Job Duties (Summary):
•Directs the functions of the Human Resources Department and its operational divisions for HR Training and Organizational Development, Benefits Administration, Classification/Compensation Systems, Employee and Labor Relations, Staffing, HRIS, Risk Management, and JFS Payroll Administration; develops department goals and objectives; prepares and monitors department budget; assists County Administrator with strategic human resources planning and advises the Board of County Commissioners and other elected officials and department heads and represents County Administrator in Human Resources matters; oversees collective bargaining contract negotiations; develops, maintains and administers human resources policies and procedures; ensures compliance with pertinent federal and state laws and policies of the Board of County Commissioners.

•Completes special studies and projects as directed by County Administrator (e.g., researches, compiles and analyzes materials, information, financial data, publications, programs, legislation, etc.); prepares and maintains various operational, financial, statistical and personnel records and reports; maintains information of a confidential or sensitive nature.
•Oversees compliance with state civil service laws among CPD member agencies and develops, adopts, maintains and administers the County Personnel Department Administrative Regulations.
•Directs and supervises division heads; delegates tasks and responsibilities; reviews and evaluates performance; executes personnel actions (e.g., new hires, promotions, salary increases, suspensions, removals, etc.); administers discipline. Evaluates and monitors division activities to ensure most efficient operation and service to public.
•Maintains working relationship with Ohio Department of Administrative Services, State Personnel Board of Review, State Employee Relations Board, Hamilton County Prosecuting Attorney, and other County department heads and elected officials in carrying out the responsibilities of the HR Department.
