Director of Finance – The City of Radford is seeking a Director of Finance. The successful candidate will possess a valid CPA license in the Commonwealth of Virginia, Bachelor’s Degree in Accounting, Finance or related field and have at least 7 years of progressively responsible experience in public finance administration. The Director of Finance will perform complex professional and difficult administrative work planning, organizing, implementing and directing the financial activities and operations; does related work as required. Work is performed under the general supervision of the City Manager.
The Director of Finance will plan, direct, supervise and oversee accounts payable, utility billing, and accounts receivable operations. Comprehensive knowledge of general statutes, laws and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of governmental accounting; ability to interpret federal, state and local policies, procedures, laws and regulations related to municipal finance; thorough knowledge of the principles and practices of a municipal purchasing system; thorough knowledge of the practices, methods and laws relating to municipal bond financing; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms and records; coordinate the annual audit; work with Department Heads to prepare annual budget, advise City officials on all financial matters of the City; supervise preparation of the annual financial report and other financial statements; ability to operate personal computer including some knowledge of applicable software packages; ability to prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees; ability to communicate complex ideas, both orally and in writing; ability to establish and maintain effective working relationships with City officials, associates and the general public.
