Contract Compliance Analyst

In this position, you will perform complex and sensitive organizational, systems, budgetary, and related analysis to ensure compliance with all related regulations and ordinances. These analyses will be related to the overall coordination, administration, and operational oversight and monitoring of various cable franchise activities and contracts administered by the City (City of Colorado Springs).

Essential Job Functions - the basic job duties an employee must be able to perform:
Coordinate with departments on constituent requests pertaining to concerns with private enterprises in a franchise agreement with the City
Coordinate with the Deputy Chief of Staff and City Attorney's Office to negotiate with private enterprises for the provision of technical capabilities and financial support for current and projected service applications
Advise local officials on the need and content of additional ordinances pertaining to the use of rights-of-way and telecommunications providers
Coordinate with neighboring communities and associations in the resolution of cable television contracts and other franchise issues
Remain aware of proposals to change existing laws and regulations regarding telecommunications occurring across the country; advise City administration of potential and/or actual impact of proposed legislation or rule changes
Monitor all franchise fee payments paid to the City by cable television providers
Participate on state and national telecommunications committees; serve as features speaker on cable television issues for local, state, and national organizations
Coordinate cellular tower locations on City property; monitor lease payments for cellular tower locations for accuracy
Provide necessary information to companies providing telecommunication services
Raise the level of awareness of City officials to current and future applications to the benefit of City constituents surrounding cable and telecommunications technology
Provide proactive oversight of other City contracts coordinating with City departments and other stakeholders
We are looking for candidates who demonstrate:

Knowledge of:
Principles and practices of contract preparation and administration
Pertinent federal, state, and local laws, codes, and regulations
Modern office procedures and equipment, including computers and supporting software
Ability to:
Manage multiple projects in a detail-oriented and timely manner
Maintain professional presence and poise around executive-level staff
Demonstrate strong follow-through, communication, organizational, and analytical skills
Communicate clearly, concisely, and effectively orally and in writing
Establish and maintain effective working relationships in a fast-paced dynamic environment
Successful candidate will have:
A bachelor's degree from an accredited college or university with major coursework in business or a related field
Three years of full-time professional experience in procurement, contract compliance, and/or contract administration
Possess, or obtain upon hire, and maintain a valid Colorado driver's license
Ideal candidates will also have:
Experience managing and/or administering cable franchise agreements and other complex contract oversight activities
Experience working in a government setting overseeing complex projects or working with multiple stakeholders
Machines, Tools, Equipment, and Work Aids: Computer, printer, copier, telephone, and standard office equipment.

Specialized Computer Equipment and Software: Microsoft Office Suite (emphasis on Word and Excel)
