Plans, directs, manages, and oversees the activities and operations of the Community Services Department, including recreation, sports, and event programming, parks maintenance, multi-generational/ aquatic facilities management, and the City Library. Makes recommendations to the Council and City Manager; develops and implements policy initiatives, sets the tone, climate, and vision for the department, and ensures compliance with statutory responsibilities and directives.


The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

• Directs the preparation of agenda items for the City Council and other committees, commissions, and boards involved in recreation, multi-generational facility management, parks maintenance, and the City Library.
• Monitors and prepares the department budget, monitors revenues and expenditures ensuring effective and efficient use of budgeted funds, personnel, materials, facilities and time.
• Evaluates the effectiveness of recreational, social programs and services and translates department objectives into specific programs and projects.
• Resolves problems and conflicts that surface during the administration and management of the department and multi-generational facility among facility members, department staff, and other City departments.

• Supervises, selects, trains, motivates, and evaluates personnel; provides and coordinates staff training; works with staff to correct deficiencies.

• Monitors, evaluates, and makes recommendations to promote maximum efficiency and effectiveness of service delivery and allocation of resources.

• Fosters relationships with community representatives and cooperates with community organizations to recommend new or enhanced recreational projects that align with the City’s vision.

• Serves on city/state/regional committees, boards, and associations as the City’s representative; acts as a liaison to advisory committees as assigned regarding the development, operation, and improvement of departmental programs and activities.

• Performs related work as required


Education and Experience

• A bachelor’s degree from an accredited college or university in recreation management, public administration or a related field.
• At least six (6) years of progressively responsible comprehensive experience managing recreation, library, aquatics programs, and park operations, including at least four (4) years of second-level supervisory experience.
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities


• Master’s degree in Public Administration, Recreation Management, or Business Administration
• Public sector recreation and parks maintenance experience
• Experience in managing a fee-based recreational and aquatic center
• Certification as a Parks and Recreation Professional (CPRP) or a Parks and Recreation Executive (CPRE) and possesses a current membership to either National Recreation and Park Association (NPRA) or Arizona Parks and Recreation Association (APRA)
