The City of Norcross located 20 miles North of Atlanta; a picturesque community that blends authentic historic charm with a trendy lifestyle is seeking a new City Manager. As the second oldest city in Gwinnett County, heritage is a huge source of local pride and its influence on the local “way of life” can be seen in the slower pace of its citizens, as well as in the vibrant energy of its historic downtown. The population of Norcross is approximately 17,000. It’s a city where everyone still knows everyone and where civic engagement is abundant. Norcross is an economic powerhouse with a strong and diverse business environment engaged in the growing technology, business services, creative industries and other wide-ranging business sectors. The 6.5 square-mile community has also received recognition in the areas of sustainability, affordable housing, healthy living and more.

The City of Norcross is governed by a Mayor and five at-large Council Members who approve policies for City operations, set millage rates for property taxes, approve budgets and adopt ordinances for the safety and welfare of its citizens. The City Manager is appointed by the Mayor and Council and serves at their pleasure. The Manager is responsible for carrying out the policies and directives, as well as managing the day-to-day operations of the City with 124 employees with an Operating budget of $13 million and a Capital Budget of $3 million. Norcross operates an electric utility and is a member of the MEAG (Municipal Electric Authority of Georgia) with an electric budget of $13 million.

The City of Norcross seeks an experienced and ethical City Manager who is a dedicated leader and can quickly gain the confidence of the community. The City Manager must possess the ability to build community trust through the development of partnerships with various stakeholders and other government entities. The ideal candidate will demonstrate the ability to embrace change and focus on continuous improvement while guiding the community through challenges. The successful candidate will be expected to articulate a vision of excellence, establish credibility and consistency in delivery of services, motivate others to embrace important cultural diversity, as well as provide creative problem solving and be an excellent communicator in response to unique opportunities in Norcross.

Candidate Qualifications:
• Bachelor’s Degree required in public administration, public finance, business administration or related degree from an accredited university. A master’s degree is highly preferred.
• A minimum of seven years of executive level management experience in local governments of similar size and complexity to Norcross is expected. Previous experience as a City/County Manager/Administrator or an Assistant is desirable.
• Evidence of continued professional development such as ICMA Credentialed Manager designation, is a positive indicator of dedication to the profession and will be noted during the candidate vetting process.
Expected starting salary range for this position is $115,000 - $140,000 depending on qualifications of the selected candidate, with a comprehensive benefits package including health, dental and vision insurance, defined benefit pension plan, paid time off, and negotiable relocation expenses.
