A full-service city of nearly 2,500 residents, Herington is seeking a visionary city manager to help lead efforts to attract new investment and development while concurrently focusing on maintaining and rebuilding the City’s infrastructure, downtown, and encouraging neighborhood revitalization. The City Commission is pursuing a “high performance” individual possessing excellent communication skills and an ability to collaborate and build relationships with the City Commission, citizens and staff. The new city manager must leverage this strength into an aggressive and focused redevelopment strategy utilizing all of the community’s assets – including a strong public-school system, excellent parks, with recreational lakes that serve as a regional municipal water supply for Herington and other communities. Equally important, the City serves as an intermodal hub providing direct access to the Union Pacific Railroad, the intersection of Highways 77, 56 and 4, and a municipally-owned regional airport that once served as one of the few interior airbases in the United States during WWII. Herington is located a short drive south of Junction City and Manhattan, Kansas.

The five-member City Commission appoints the City Manager who is responsible for overseeing all municipal finances, capital improvements planning, and short and long-range planning. The position also oversees all city departments and city employees. The City’s annual budget is approximately $7.5 million and supports approximately 28 FTE’s. The functional areas under the City Manager’s authority include the departments of law, streets, water and sewer utilities, police, volunteer fire, inspections, and the department of administration, including the city clerk and city treasurer. Additional areas of oversight by the City Manager include the Hilltop Community Center.

The selected candidate must be familiar with the Commission/Manager form of government, possess a track record of being actively involved in community activities and experience working with public boards and commissions. The ideal candidate will also be experienced in local government finance, strategic planning, municipal utilities, grant writing, and be able to utilize social media and other forms of technology in providing information and services to the public.

A Bachelor’s degree plus 4-6 years’ experience in a comparable leadership role is required. A Master’s degree is desired. The starting salary, depending upon the successful candidate’s qualifications and experience, will range from $70,000 to $90,000.
