JOB DESCRIPTION
REPORTS TO: Mayor & City Council
PURPOSE OF POSITION:
Responsible for the daily operation and administration of city government through oversight and performance of relevant supervisory, administrative, and financial functions within the oversight of the Mayor.
ESSENTIAL FUNCTIONS:
Directly supervises departmental functions for the City Clerk, Building Inspector, Parks & Street Manager, Pool Manager, Ballroom Manager and Police Chief. Conducts annual performance evaluations and administers timely disciplinary actions; ensures activities are performed according to City policies and procedures.
Indirectly oversees the Utility Superintendent, Library Director, Schuyler Community Development Director & Housing Specialist, along with full-time and part-time employees.
Works with the Mayor on efficiency of all departments including the departments listed above.
Supervises and directs any contract employee, contractor, or consultants hired by the Mayor and Council.
Manages and coordinates community and economic development activities with Economic Development Director, Economic Development Board, Chamber of Commerce, and other groups to advance economic development activities for the benefit of the community.
Must be able to create a positive work environment for all City staff.
Collaborate with community groups on the Cities priorities to function together to reach the goals of the Community of Schuyler.
Delegates, cross trains, and explores educational opportunities for City staff to provide more staff flexibility.
Manages and enforces Personnel Policies and Procedures and the Code of Conduct with employees and holds employees accountable for their actions through disciplinary actions.
Oversees schedules, employee hours, HR, and manages vacations and time off, with assistance of the Clerk’s Office.
Manages benefit plans, retirement plans, compensation and classification plan.
Reviews and approves or disapproves the hiring, termination or changes in status of employment and pay for City employees.
Works directly with Mayor and all department heads with budgeting, purchasing practices and policies.
Develops and reviews studies and reports including analysis, research and other information necessary to perform the duties of City Administrator. Provides reports, responses and recommendations as directed by the Mayor and City Council.
In conjunction with department heads, develops strategic plans, capital plans and economic forecasts for the City to include prioritization of projects and activities, controlling costs and preparing the City’s long and short-term improvement plans and recommendations.
Attends City Council and various meetings, serves as a member of various committees to answer inquiries and make recommendations pertaining to the functions of the City government.
Attends various seminars and conferences to maintain awareness and keep abreast of changes in municipal/public administration functions, responsibilities and trends.
Ensures and inquiries from the general public, including economic development issues, citizens’ complaints and other requests for City services or information are given priority and are responded to personally or referred to the appropriate city official for prompt resolution.
Submits bi-monthly reports to the Mayor and City Council regarding the status of all major activities and operations as well as the progress of such matters.
Performs other duties as directed or as necessary to fulfill the responsibilities of the position.
ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:
Knowledge of and ability to apply city, state, and federal laws, policies and regulations which impact City activities.
Knowledge of and ability to apply State Statues and the City’s Municipal Code.
Knowledge of public personnel administration.
Knowledge of and ability to administer the principals, practices and policies of municipal government.
Knowledge of and ability to apply the basic principles utilized in private or public sector accounting, business and finance administration.
Knowledge of and ability to apply the principals and techniques utilized in the investment and sale of funds.
Knowledge of and ability to perform input and retrieval functions utilizing a variety of computer programs dealing with word processing, spreadsheets and databases.
Knowledge of City responsibilities and ability to use independent judgement in the performance of duties.
Knowledge of resources, including grants, other sources of funding and agencies available to municipalities and the general public.
Ability to handle oneself in a professional manner when dealing with the Public, Mayor, City Council and City Staff.
Ability to accurately prepare and maintain various records, reports and other City documents.
Ability to accurately prepare and analyze financial information.
Ability to plan and organize a personal work schedule, set priorities and meet deadlines.
Ability to plan, assign, direct and supervise the work of subordinates.
Ability to deal with the general public in a courteous and tactful manner.
Ability to perform job duties efficiently while managing frequent interruptions.
Ability to operate standard office equipment.
Ability to understand and follow both oral and written instructions.
Ability to communicate effectively, verbally and in writing, in English.
MINIMUM ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
• Minimum training and experience includes graduation from an accredited college or university with a Bachelor’s Degree in public administration, business administration or related field, or any equivalent combination of education, training and experience necessary to carry out the functions required of the City Administrator effectively.
• Desired experience includes five years of administrative, management and supervisory experience in municipal or county government, or an equivalent combination of education, training and experience; ten years preferred.
• Must possess a valid driver’s license at the time of hire.
• Must be bondable.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
This is an ADA light to moderate job classification.
Work is generally performed indoors in an office setting and requires routine bending, lifting and carrying office supplies, books, files and other materials.
The position requires frequent sitting for extended periods of time, talking, hearing and the ability to transport to and from various locations within City Hall and other buildings. Hand-eye coordination is necessary to operate computers and various other pieces of equipment. While performing the duties, the position requires the use of hands to finger, handle, feel or operate objects, tools or controls and to reach with hands and arms. Work hours may occasionally be required in times of darkness. Vision abilities required for this position include close vision and the ability to adjust focus. The noise level is usually quiet or moderate.
