The Position
The professional selected for the Community Services (Public Works) Director position will
be responsible for planning the future of West Chester’s infrastructure. The Community
Services Department is responsible for maintaining 225 miles of Township roads, 300,000
square feet of Township facilities, and over 400 acres of recreation space. Our residents
and businesses support high quality public improvements, and the CS Director is
responsible for ensuring Township roads, parks, cemeteries, and other public facilities
meet the community’s high standards.
The CS Director reports to the Township Administrator and oversees a department of 35
employees supported by a Roads and Maintenance Superintendent and Assistant
Superintendent. The department is unionized, with 23 employees represented by AFSCME.
The CS Director is responsible for developing short-, mid-, and long-term goals for the
department based on analysis of the current state of Township infrastructure and expected
future needs. Maintaining positive, cooperative working relationships with other entities
such as the Butler County Engineer’s Office, utility providers, developers and neighboring
entities is essential to the success of the department and the Township.
The CS Director must possess strong financial skills and is tasked with making fiscally
sound recommendations to Administration regarding infrastructure projects. The CS
Director prepares and monitors the department budget and providing management
oversight for all functional areas within the Department, including these key essential
duties and responsibilities:
Relationship Management: Coordinates interactions with the Ohio Department
of Transportation, the Butler County’s Engineer’s Office, the Butler County
Transportation District (TID), and other entities required to perform the functions
of the department.
Employee Development: Evaluates development needs of department employees
and creates career development plans in conjunction with department supervisors
and HR.
Citizen Engagement: Ensures high level of service to West Chester residents and
business owners.
Employee Relations: Maintains constructive relationship with union and
encourages open communication with all levels of staff.
Infrastructure: Is a strong advocate for the Township when designing, bidding,
constructing and accepting public infrastructure projects.
Private Development: Works cooperatively with other departments and
government agencies to inspect and approve private development plans.
Budgeting: Prepares and presents Capital Improvement Budget for Township
infrastructure improvements and department equipment needs.
Contracted Services: Manages contract with outside vendor for facility
preventive maintenance programs and janitorial services.
Requirements
The minimum qualifications for this position include 5 years’ of progressive responsibility
with a township, county, or municipal public works agency or a private development or
construction firm. Preferred qualifications include a bachelor’s degree in Civil Engineering,
Business Administration, Public Administration or a closely related field of study, five (5) or
more years of executive level experience, management in a union environment, and experience
working for or with public agencies. Advanced education, management certifications or
extensive experience in the field may be substituted for education and/or experience.

operations and finances. He or she will be a visionary, able to analyze the current state,
anticipate future needs, and propose creative approaches to department and
infrastructure related challenges. The ideal candidate will be honest, accountable, and able
to take personal responsibility for his or her actions. West Chester’s next CS Director will
be fully versed in public works operations and inspire confidence in the Township’s
partners.

MetroParks manages another 430 acres of recreational space in West Chester at the Voice
of America Park.

students in 22 buildings. Lakota Local Schools ranks among the state’s top school districts
for academic excellence.

Compensation
The expected hiring range is $95,000 to $120,000, depending on qualifications, with an
excellent benefit package. Service credit may be considered.
