Located approximately 150 miles west of Denver, CO, and 330 miles southeast of Salt Lake City UT, Garfield County is one of the largest counties in Colorado. The Director of Finance is an essential position within the County and reports directly to the County Manager. Under administrative direction, the Finance Director directs and develops the fiscal activities and strategies of the County. The Finance Director is responsible for the overall financial health of the County and ensuring the ongoing alignment with the County’s goals and objectives and sufficient fiscal resources.
The Finance Director manages the daily operations of the Finance Department; maintains accounting records and functions, oversees budget development and implementation, provides employee payroll services, manages and maintains the County’s ERP system, monitors/supports grant administration and reporting, and provides leadership to Finance Department staff.
ESSENTIAL JOB FUNCTIONS
FINANCIAL ADMINISTRATION & LEADERSHIP
• Serves as the County’s Chief Financial Officer and is the key advisor to the County Manager on financial matters.
• Supports the County in the development of financial strategies to meet the Board of County Commissioner’s (“BOCC”) goals and the County’s fiscal policies.
• Evaluates financial data and provides professional recommendations and solutions. Presents analysis, information and recommendations to County Manager and BOCC regularly.
• Directs the daily operations of the Finance Department, providing mentorship and leadership to a staff of nine. Evaluates work performance of individuals and entire team.
• Maintains internal customer service standards while providing services to other county departments/offices such as Human Services, Public Health, Road & Bridge, the Treasurer and the Sheriff’s Office.
BUDGET DEVELOPMENT, GRANTS & OTHER REVENUE
• Directs the preparation and approval process for the County’s annual budget and subsequent monitoring of budgetary implementation: including, but not limited to, collaborating with department heads and elected officials on budget development and review process; monitoring the annual operating budget, budget amendments and transfers; monitoring economic conditions and trends; forecasting; providing financial projections and recommendations; and developing multi-year financial plans.
• Develops budget policies that support operating departments in achieving their goals.
• Ensures the preparation of monthly Fund Balance and Budget-to-Actual Performance Reports, and the preparation of the Comprehensive Annual Financial Report for BOCC review.
• Reviews requests for amendments to the established budget, ensuring procedural compliance with the amendment approval process.
• Oversees process by which grants requests are made, ensuring appropriate internal controls are in place, collaborating across the organization to ensure smooth and timely grant processing.
ACCOUNTING & FINANCIAL REPORTING
• Ensures financial accountability, integrity, consistency and efficient financial operations in accordance with all applicable laws, regulations and Generally Accepted Accounting Principles (GAAP).
• Ensures the timely and appropriate administration of the countywide accounting function, including accounts payable and receivable, payroll, project and capital assets accounting and reporting, grant administration and debt administration.
• Directs and manages the administration of the County’s finances related to cash flow, reserve requirements, alternative funding strategies, cost-benefit analyses, return on investments, and/or other related items.
• Performs other duties of a similar or related nature and assists with special projects as necessary or assigned.
• Bachelor’s Degree in Accounting, Finance, Business Administration or related field.
• Five (5) years of progressively responsible financial operations.
• At least three (3) years managerial experience
• OR an equivalent combination of the above-stated education and experience.
• Previous experience in local government.
LICENSE & CERTIFICATIONS
• Certified Public Accountant (CPA) license from the Colorado Board of Accountancy is preferred.
• Must pass a financial and general background check.
• Principles and practices of public sector administration, governmental budgeting procedures and multi-funded financing operations; including personnel rules, costs accounting, payroll, goal setting and program budget development.
• Government/Financial Accounting Standards Boards (GASB/FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.
• Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Principles for Public Sector financial management, including budgets, payroll, treasury, grant funds, and public debt management.
• Complex ERP (Enterprise Resource Planning) systems and technology management and usage.
• Leadership, management and supervisory principles and methods.
• Relevant Federal, State and local laws, rules, regulations, codes and/or statutes.
• Grant research methods, and management principles and practices.
• Internal control procedures and auditing theory and practices.
• Supervise and develop employees: plan, direct, coach, counsel, mentor, delegate, discipline, train and evaluate.
• Communicate effectively verbally and in writing and prepare clear and concise reports, correspondence and other written materials.
• Organize work, set priorities, meet critical deadlines and follow up on assignments with minimal direction.
• Apply logical thinking to solve problems or accomplish tasks and to understand, interpret and communicate complicated policies, procedures and protocols.
• Define problems, collect data, establish facts and draw valid conclusions, including cost/benefit analyses.
• Accurately account for funds, read and record data, and maintain records.
Analyze and interpret complex information, including professional periodicals and journals, technical procedures, and government regulations.
• Perform financial computations accurately and quickly, prepare and analyze comprehensive financial reports, including the recommendation of fund allocation to facilitate accomplishment of the identified working goals of the organization.
• Establish and maintain effective working relationships with Department Heads, County Elected Officials and employees.
• Maintain a high level of professionalism and confidentiality.

• Life insurance-Garfield County provides employees with a $50,000 term life insurance and AD&D benefit.
• Retirement plans- 401(a) – Employees contribute 5% of their gross earnings pre-tax (6% after 10 years of service) and the County matches this amount. The employer contributions are 100% vested at five years.
457(b) – Garfield County offers a voluntary retirement program that allows employees to make contributions on a pre-tax or Roth option post-tax basis. Contributions are not matched by the County.
• Short- and long-term disability-The County provides both short- and long- term disability benefits which are paid at up to 60 percent of an employee’s pre-disability earnings.
• Holidays-The County typically observes 10 holidays per year.
• Vacation Time-Full time employees accrue 8.66 hours of vacation time per month (13 days per year) during the first two years of employment, increasing to 28 days per year after 10 years of service.
• Sick Time-Full-time employees accrue 8 hours of sick time per month (12 days per year).
