With a population of 72,800 residents, a land area of 45 square miles, Jacksonville has a wide array of residential housing and a diversified high quality commercial base. The annual operating budget is $136 million, including the current capital budget, and there are 589 full-time employees. The City Council is the governing body of the city. The mayor and two Council members are elected at-large, and four Council members are elected from Wards. The Mayor and Council members are elected for 4-year staggered terms. The City Manager is appointed by the City Council and serves as the Chief Executive Officer of the City, responsible for enforcement of laws and ordinances, delivery of services, as well as planning and budgetary management. The ideal candidate for the Jacksonville City Manager position will be a strong visionary leader who is well-organized and understands management and leadership. The successful candidate for the City Manager position must possess a high energy level and extensive knowledge of public administration and finance and acuity and experience with urban governance issues. The ideal candidate will be a person who gives direction to staff and instills creativity in them, who is involved in the community, who can think innovatively and creatively as an individual and who is not afraid to change the status quo. The successful candidate must possess a collaborative management style, be committed to diversity in the workplace and in the community and be receptive to input from Council and citizens on key issues. Must have a track record of leadership success in his/her previous assignment, a clear and effective writing style, skills as a public speaker and experience with the news media. Other key characteristics of the successful candidate include being up to date technologically, being an effective manager of projects, being willing to take on tough issues and resolve them to satisfaction and being a team player with Council and staff. The City has funded a communications project to “tell the story of the City” and the new City Manager should be fully engaged in that effort. In addition, the successful candidate should have some experience with successful industrial and business development.
• Bachelor’s degree from a four-year college or university with a major in Public Administration, Business Administration, or related field; Master’s degree preferred;
• Seven years of progressively responsible experience is required; substantial progressively responsible experience in a city administration/management preferred. Local government experience in a similar-sized community would be a plus, as would experience in a growing City and in a military community/community with one large employer;
• ICMA Credentialed Manager certification preferred.
Compensation & Benefits:
• The expected starting salary range for this position is $185,000 - $210,000 (depending on qualifications of the selected candidate), with a comprehensive benefits package, including health, dental and vision insurance, supplemental benefits including accident, cancer, hospital indemnity and critical illness plans; life insurance including optional life insurance coverage for the entire family with guaranteed issue amounts for new employees, local Government Retirement System (part of State of NC retirement plan-one of the best funded pension plans in the nation)-employee contribution 6%; employer contribution 12.10%, 401K with automatic City contribution, 457 with City contribution, paid vacation, sick leave, holidays, and personal time, car allowance and relocation assistance negotiable.
