Solebury Township, located in Bucks County, Pa., seeks an experienced Township Manager for a progressive community of 9,000 residents. The present Township Manager is retiring after twelve (12) years of distinguished service.
Blessed with abundant natural resources and historic areas, Solebury has evolved into a harmonious mix of small farms, estate lots, comfortable homes, and open space. Solebury has embraced land preservation as an effective way to sustain natural resources, control taxes, and manage demands on services and infrastructure.
The Township Manager is the Chief Administrative Officer of the Township, appointed by a five-member Board of Supervisors with each Supervisor elected at-large for six (6) year staggered terms. The Manager is responsible for the direct oversight of all Township departments including: Administration, Finance, Planning, Zoning and Code Enforcement, Land Preservation, Parks, Police, and Public Works. The Manager ensures operations are in conformance with policy directives, regulations, and the Pennsylvania Second Class Township Code. The Manager attends meetings of the Board of Supervisors and, as required, other government authorities and volunteer committees.
The Township operates with a 2022 General Fund totaling $7 million. Total of all funds, including capital funds is $15 million. There are 33 full-time and 2 (two) part-time employees. The Township is in excellent financial condition.
Competitive candidates will be able to demonstrate a high level of successful performance in finance, budgeting, and management, planning and land development, land preservation, building community consensus and communicating effectively with the Board and an engaged citizenry. A record of leadership in a similar community or organization is important, along with proven experience with direct oversight of municipal departments such as Public Works, Finance, and Parks and Recreation.
The position requires a bachelor’s degree from an accredited college or university in Public Administration, Business Administration or other related field, and a minimum of five (5) years of municipal management experience. A Master’s degree is preferred.
The ideal candidate will have five (5) to ten (10) years of progressively responsible Pennsylvania municipal government management experience. The individual must have, or be able to obtain, a valid Pennsylvania driver’s license and be able to qualify for a surety bond.
