Established in 1786, Luzerne County sits strategically 2 hours west of New York City and 2 hours north of the City of Philadelphia.
In 2010 the citizens of Luzerne County voted to pivot from a Commissioner-based form of government to Home Rule. Under Home Rule, the county operates under a strong manager form of government. Key elected officials include the eleven members of the County Council, who make up the legislative branch of the government and appoint the County Manager. The county also elects a Controller and a District Attorney. Opportunities to refine the organization and operation of County government and to continue to define the position of County Manager abound. As such, the Luzerne County Council selects and appoints the County Manager, as well as the members of 15 (confirm) separate boards and commissions.
The County Manager serves as the County’s chief administrative officer and implements council policies, provides organizational leadership, and manages the delivery of County services, programs, and initiatives. As the leader of the executive branch of County government, the Manager controls the day-to-day business operations of the County, including the Divisions of Administrative Services, Budget and Finance, Correctional Services, Human Services, Judicial Records and Services, Operational Services, Office of Law, and Public Defender. The Manager also coordinates with the judicial branch of government for the operation of the County Courts.
Luzerne County employs 1600 full-time employees and 150 part-time and seasonal employees. The FY2021 General Fund Budget totals $157 million, with an additional $200 million in Human Service funds. 8 Division heads report directly to the County Manager. Over the last 10 years, county leadership has successfully moved the County to a position of strong financial stability. Evidence of this progress is the Bond Rating (A-) Luzerne County now enjoys that increases our financing options and lowers our costs. Additionally, this enhanced financial strength allows us to proactively seek opportunities to support continued economic growth for the citizens of Luzerne County and to make considered and strategic investments in infrastructure possible. Additionally, during the last census, Luzerne County bucked the Commonwealth trend and added 1.5% to its population base (325,594).
Requirements for the position of County Manager include a bachelor’s degree in public administration, finance, business administration, or a closely related field from an accredited college or university, and a minimum of five (5) years related professional experience (department director, assistant county manager or city manager) in a similar or larger organization. A master’s degree in one of the above-listed fields and county management credentials, such as International City Management Association Credentialed Manager or similar designation, are desired but not required.
The County of Luzerne offers a competitive total rewards program that includes a base salary range not to exceed $185,000. The actual salary will be determined by the selected candidate’s qualifications and experience.
