Assistant to the City Manager

Under administrative direction, performs a wide variety of complex administrative, program and analysis work in support of activities and functions in the City Manager's Office. Provides executive level assistance to the City Manager's office and City Council members. Manages the budget and directs/supervises the work of professional, technical or clerical staff; researches and develops administrative policies, advises division managers on administrative and operational issues, plans and coordinates major research or administrative projects. Makes recommendations for action and assists in policy and procedure implementation and performs other related tasks as assigned.

DISTINGUISHING CHARACTERISTICS
This classification is distinguished from other City job classifications in that incumbent works as a member of the City Manager's staff performing complex and sensitive administrative work on programs with citywide implications. Incumbent participates in long term planning with peers in the department and exercises judgment in making decisions, which require interpretation and analysis, and assume significant responsibility for the development and implementation of department policies. Incumbent has considerable latitude for the exercise of independent judgment, particularly when representing the City Manager with other City departments, agencies, boards, commissions and community groups. Persons appointed to this position are At-Will employees.

Program Planning, Administration and Evaluation
Depending upon the assignment, incumbent will be responsible for the design, implementation, administration, monitoring and evaluation of various City programs in the areas of contract administration, organization development, policy and budget development and other general project/program management. Incumbent may provide assistance on public participation and public information programs.

Administrative Functions
Makes recommendations on the formulation of policies and procedures; complies and analyzes data; conducts studies and performs research and statistical analysis on administrative, fiscal, and operational matters; responds to concerns and requests for information; prepares administrative reports and recommendations on a variety of subjects; handles internal communications needs; supervises the work of professional, technical or support staff, including hiring, training, and evaluating staff; uses personal computers to perform word processing and spreadsheet/database functions; manages various projects and studies.

City Manager Representative
Represents the City Manager's Office in interdepartmental, community and professional matters, as required; provides staff assistance to the City Manager's office; attends City Council, board and commission meetings; interacts with Council/Commission members, staff and the general public to answer questions and provide information; participates in and/or may coordinate departmental and interdepartmental task forces and committees, and performs other related duties as assigned.
