The Performance Management Analyst
The Albemarle County Executive Office of Performance and Strategic Planning is actively recruiting a Performance Management Analyst to join our team. The successful Performance Management Analyst plays a key role in the Performance & Strategic Planning division of the County Executive office as the lead in the development, design, and implementation of the performance measurement program. This role is foundationally responsible for providing support and advice on user access to various data assets through visually appealing and effective reports, extracts, dashboards, and analysis solutions. This position must connect with process owners within our organization and guide them through data collection, narrative development, and the creation of impactful data visualizations. This position will establish and maintain an ongoing, systematic approach to improving results through evidence-based decision making, continuous organizational learning, and a focus on accountability for performance. This position will work as the Project Manager for organizational data initiatives for complex projects and strategic objectives to measure performance, drive decision making and to support effective and efficient provisions and services.

The Expectations
Essential functions and responsibilities of Performance Management Analyst include, but are not limited to, the following:

- Liaise with other departments and teams to define and implement necessary data sets to fuel data access and visualization requirements;
- Synthesize and translate internal and external business data needs into the development and implementation of creative, enticing, clear and effective solutions with Business Intelligence tools such as Tableau and Microsoft Power BI;
- Support IT Department in driving data governance methodologies and practices;
- Serve as Project Manager for organizational data initiatives and work as project leader for complex projects;
- Provide assistance and recommendations in system implementations for supportive reporting tools;
- Work and partner with internal stakeholders to develop reports or address data access and visualization needs;
- Act as liaison between vendors, user departments, boards, outside agencies, and the public;
- Create and maintain project plans and visualizations for explanation of progress reporting;
- Perform data analysis, data profiling, data modeling, and data validation by accessing multiple data resources residing in data warehouses and transactional data environments/sources;
- Coordinate with various department leads to ensure that performance agreement provisions and associated timelines are met;
- Demonstrate and follow the Albemarle County Pillars of High Performance as all County employees are stakeholders, who share leadership, ownership, and responsibility for the County's vision, mission, core values, and strategic goals;
- Follow the Leadership Philosophy, demonstrate Core Values, and use the Business Operating Principles as a guide for operating process and accomplishing work;
