This position manages the day-to-day operations of the Finance Department and advises the City Administrator, Mayor, and City Commission on fiscal matters. The Chief Financial Officer reports directly to the City Administrator.
This position is responsible for safeguarding the City’s assets with internal controls, establishing policies to mitigate risk of loss, ensuring all expenditures are within budget and have a public purpose in accordance to state laws, ensuring City’s investments are prudently invested and responsible for City’s bond rating remaining high, and for creating and implementing the most efficient and effective financing option for all capital acquisitions. The duties also include preparing fiscal analyses and reports; directing the preparation and monitoring of the budget and internal audit reports; consulting and coordinating with financial advisors, bond counsel, legal advisors, and auditors on issues such as bonds issuance, annual audits, and investments; and serving on various committees and boards to provide technical expertise and advise related finance. The Chief Financial Officer will also serve as the City representative on various boards or committees as assigned, including but not limited to the City’s 401, 457 and Defined Benefit Retirement Plan Board of Trustees.
The position requires a Bachelor’s degree from an accredited college or university with a major in Accounting, Finance, Business Administration, or Public Administration or related field, and seven years of accounting, auditing, or finance experience, or any equivalent combination of training and experience. Four years of supervisory/managerial experience leading an urban city and-or county Finance Department is required.
Master’s degree from an accredited college or university with a major in Accounting, Finance, Business Administration, or Public Administration or related field, highly desirable.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
