Austin City Government
The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin’s mayor is elected from the city at large, and ten council members are elected from single-member districts. Terms of the mayor and council members are four years, and terms are staggered so that a general election is held every two years, with half the council being elected at each election. Term limits for the mayor and council members provide for two consecutive four-year terms. The City Council is responsible for the appointment of the City Manager, who is the Chief Administrative and Executive Officer of the City; the City Clerk, City Auditor, Municipal Court Judges, and the Municipal Court Clerk.

Austin-Travis County EMS Department
The City of Austin's Emergency Medical Services Department provides 9-1-1 emergency medical response to the residents of Austin and Travis County, serving a population of over 2.2M individuals in a service region of over 1,039 square miles. While most of the assistance we give to the community is medical in nature, the smallest part of what we do involves truly time-critical life-threatening emergencies. Yet everything we do is about service: service to our patients, their families, and loved ones; service to our community; and service to the people who make up Austin-Travis County Emergency Medical Services.
Service is more than simply responding to calls. It is evaluating what we do so that we can improve our performance and meet new needs as they become apparent. Service is working with our community to help people better care for themselves and each other. It is taking care of our own people so they are better able to serve their patients and the community. Through this service, we have the opportunity to save the lives of some and change the lives of many.
Under general direction of the Assistant City Manager, the Emergency Medical Services Chief directs the strategic planning, leadership, and oversight of all operations of the Emergency Medical Services (EMS) Department.
Duties, Functions, and Responsibilities:
Essential duties and functions pursuant to the Americans with Disabilities Act may include the following. Other related duties may be assigned.
• Provides leadership and directs preparation of the annual operating and capital budgets overseeing adherence to budget guidelines and controlling operations according to approved budgets.
• Organizes, develops, and provides direction to management personnel, maintaining an effective workforce.
• Establishes and evaluates short- and long-range goals and objectives, ensuring operational effectiveness of services.
• Directs the preparation of department proposals for generating and increasing revenues, establishing appropriate inventory control measures, and preparing and implementing public relation efforts and marketing campaigns.
• Develops partnerships with outside public and private organizations accessing resources and improving the efficiency of service delivery.
• Represents the department and provides written and oral presentations to Council, Commissioners Court, the media, regulatory bodies, and other stakeholders.
• Provides updates to City Management on status of and deviations from planned programs.
• Develops, makes recommendations, and provides updates to City Management on improvements and revisions in policies, procedures, operations, and programs, assuring maximum quality and effectiveness in the delivery of services.
• Ensures compliance with governmental rules and regulations.
• Prepares departmental working papers, activity reports, and fiscal documents.
Education and Experience:
Qualified candidates will have a Bachelor’s degree from an accredited college or university with major coursework in Public Affairs/Administration, Business Administration, Management, Public Health, Health Care Administration, or a related field, plus five (5) years of management experience in a 911-based EMS Transport Operation. Five (5) years’ experience serving as an EMT-P or Paramedic as a member of an EMS Transport Operation is required. Graduation with a Master's degree from an accredited college or university in a related field may be substituted for two (2) years of the required experience. Experience may substitute for education up to the maximum of 4 years.
Licenses and Certifications:
A Texas Department of State Health Services certification as an Advanced Emergency Medical Technician (A-EMT) or higher is required.
The Ideal Candidate:
The ideal candidate should have extensive knowledge of EMS services and programs, program design, planning, training, licensing requirements, and regulatory enforcement. Fiscal and budget management experience is essential.
The ideal candidate should possess visionary leadership and display excellent managerial ability, strategic planning, and decision-making skills. The ideal candidate must exhibit strong relationship-building skills with the City Management team, City Council, department directors, and throughout the City with diverse communities. This individual should have a genuine interest in actively participating in the community.
The ideal candidate should have the ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs. Effective communication, and strong collaboration, negotiation, and team-building skills are necessary for this individual to be successful; advanced written and oral communication skills are imperative.
The ability to make organizational changes that improve the operational effectiveness of the department is desired. This individual must adhere to the highest ethical and moral standards and display transparency in all deeds and actions.
